Déclaration de la France au nom des trois pays co-présidant le Groupe de Minsk
Statement by France on behalf of the three countries co-chairing the Minsk Group (16/02/2017)
The Co-chair delegations note with concern the issue raised at today’s PC.
We note that a constitutional "referendum" will be taking place on February 20 in Nagorno-Karabakh. In the context of a comprehensive settlement of the conflict, we recognize the role of the people of Nagorno-Karabakh in deciding their future. However, none of our three countries, nor any other country, recognizes Nagorno-Karabakh as an independent and sovereign state. Accordingly, we will not accept the result of this constitutional "referendum" as affecting the legal status of Nagorno-Karabakh, and stress that it in no way prejudges the final status of Nagorno-Karabakh or the outcome of the ongoing negotiations to bring a lasting and peaceful settlement to the Nagorno-Karabakh conflict.
We also wish to inform the Permanent council that the Co-Chairs are meeting today with the Foreign Ministers of Armenia and Azerbaijan in Munich and will discuss this among the issues. We will report on the outcome of these discussions at the next Permanent Council. Meanwhile, we call on the sides not to engage in activities that further exacerbate tensions.
