OSCE’s three dimensions [fr]

The OSCE has a comprehensive approach to security encompassing three dimensions:

The Politico-military Dimension:

Politico-military matters are being discussed within three fora: The Open Skies Consultative Commission (OSCC, Open Skies Treaty), the Joint Consultative Group (CFE, Treaty on Conventional Armed Forces in Europe) and the Forum for Security Co-operation (FSC).

In this context, following topics are addressed: the development of Confidence Building Measures (CBM) through the Vienna Document 2011, the implementation of the Code of Conduct on Politico-Military Aspects of Security, the implementation of specific documents on Small Arms and Light Weapons (SALW) and conventional ammunition, but also the support to non-proliferation (implementation of UN Resolution 1540) and to the UN Women, Peace and Security Agenda (implementation of UN Resolution 1325).

In addition to the politico-military field, the 1st dimension of the OSCE also includes a non-military security sub-dimension. The Transnational Threats Department (TNTD) within the OSCE Secretariat implements a number of activities in the areas of police-related matters, border management, terrorism and cyber/ICT-security.

The Economic and Environmental Dimension:

The activities of the second dimension are coordinated at the OSCE Secretariat by the Office of the Co-ordinator of Economic and Environmental Activities (OCEEA).

The economic and environmental dimension of security encompasses economic confidence-building measures, the economic impact of human trafficking, the treatment of toxic and radioactive waste, as well as the implementation of water basin management projects on a regional scale.

The Human Dimension:

Originating from the "third basket" of the Conference on Security and Cooperation in Europe (CSCE) in Helsinki, the human dimension covers the commitments of the participating States and the activities of the OSCE related to human rights, the rule of law, democracy, and in particular the holding of genuine and transparent democratic elections, media freedom and the promotion of tolerance and non-discrimination.

The activities of the human dimension are coordinated at the Secretariat by the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities (HCNM) and the Representative on Freedom of the Media (RFoM).
